  17. <p>     Ever since the scandal at the Bank of Credit & Commerce
  18. International broke last spring, the Justice Department has been
  19. taking heat for its less than dynamic prosecution. But last week
  20. the department indicted B.C.C.I. and three bank officials,
  21. charging them with illegally taking over Independence Bank of
  22. Encino, Calif., and with fraud that contributed to the
  23. billion-dollar downfall of Florida's CenTrust thrift. Indicted
  24. with the bank were founder Agha Hasan Abedi, former bank
  25. president Swaleh Naqvi and B.C.C.I. front man Ghaith Pharaon.
  26. Since the U.S. stands little chance of extraditing Abedi from
  27. Pakistan and Naqvi faces charges in Abu Dhabi, Pharaon's
  28. indictment may be the most productive of the three. The Saudi
  29. national is believed to be holed up in Europe or Latin America.
